Narrative Description of Project:

Bahria Foundation (BF) is considering installation of an offshore LNG import facility in Pakistan for supply of energy to be made available to industrial and consumers in order to meet the economic target growth of the country. BF LNG import facility primarily consist of LNG off shore terminal in 14-16m deep water using Floating Storage & Gasification Unit (FSRU) and to deliver re-gasified gas to end users through subsurface pipeline along with its related offshore and onshore infrastructure. BF LNG terminal shall be located in the Sonmiani Bay area, west of Karachi and re-gasified gas shall be pumped through a 32-inch, 7-kms approximately of subsea pipeline to an onshore receiving point (point of delivery). LNG terminal capacity shall be leased out to end user under a “Tolling Service Agreement”. LNG will be supplied through LNG ships at the LNG terminal under separate “Sales & Purchase Agreement between buyer and seller. BF had completed Techno-Economic Feasibility Study for the BF LNG Terminal Project. FEED of the project has recently been awarded to JV led by China Petroleum Pipeline Engineering Corporation – Abu Dhabi Branch (CPPE-AD). BF hired Exponent Engineers (Pvt.) Ltd and RINA Consulting S.p.A. Project Management Consultant (PMC) to provide project management and technical support to BF LNG project team and review, and make recommendations to all deliverables of BF LNG project FEED by FEED JV.

Description of Actual Services Provided by Our Staff within the Assignment:

  • Review, comments & make recommendations on FEED Study and EPC Tender document conducted by FEED Contractor for EMPLOYER approval. (Civil & Structure part only)
  • Ensure, facility shall be designed based on industry standard number of operators and operator intervention.
  • Ensure facility shall be designed utilizing industry codes and standards as being safe, simple to operate, flexible and robust.
