JICA prepared detailed feasibility study for revival of KCR Project. This feasibility study was named ‘Special Assistance for Project Formulation (SAPROF)’. The ‘Executive Committee of National Economic Council (ECNEC)’ approved the project with a condition for 3rd party validation of entire SAPROF report. The project therefore involved validation of all technical, social, financial & legal aspects of the project.
